Welcome to the forum and so sorry for the delay in responding!

If they are that loose to make such a noise you may be able to see a gap between the bottom of the nut and the bottom where it is supposed to rest. I took a look at both pictures and counted the threads on each. Looks like the first one has less exposed threads, aka may be the culprit.

You may be able to find the special tool set if you search local tool stores. The tightening torque is 63 Nm without a collar underneath (Type A) and 47 Nm with a collar underneath (Type B). Toyota specifies these as one time use meaning replace them with new ones instead or reusing. So my suggestion is to remove the one that looks loose and peek if there is a collar underneath. Buy a replacement nut at a Toyota dealer then try to replace and tighten it. It's best to have the proper toolset to loosen the nut, to prevent damage to the shock.

Unfortunately it may be costly to procure the proper tools for this and may be better if you can find a (different) shop to do this for you.
