Lottery lets less than 1 in 10 Beijing drivers buy new cars

I thought we here in North America had it bad when buying a new cars with all the added fee's and taxes, but that's nothing compared to what people in Beijing have to deal with. In order for them to buy a new car, they must be a selected winner in the lottery that's been setup just for this.
