Site says to verify this is the bolt on kit, not something that needs welding?

Yes. That is the retail price. I purchased them for much less over a year ago and never got to install them. The Scion has been sold. These are in fact the bolt on kit, complete with all necessary parts.
It is possible, according to VD Inc site that some minor trimming of inside fender lip is needed. Nothing that would be visible after installation.

So my good fortune will be passed along to the buyer. This is a heavy item....boxed it weighs around 35 lbs, so shipping might be a lot. We can arrange a mutual agreement if purchased. Shipping from Florida, USA.
